On March 21, 2025, PaintCare submitted a draft program plan for the Illinois paint stewardship program.
As part of the program plan, PaintCare proposed the following fee structure, subject to approval by the Illinois Environmental Protection Agency (IEPA).
The proposed fee structure is based on container size as follows:

| Half pint or smaller | $0.00 |
| Larger than half pint up to smaller than 1 gallon | $0.45 |
| 1–2 gallons | $0.95 |
| Larger than 2 gallons up to 5 gallons | $1.95 |
The target start date for the Illinois paint stewardship program is December 1, 2025, however, approval of the program plan and fee structure by the state oversight agency are necessary before the program can begin.
